France-Israel R&D Program
The France-Israel Industrial R&D Cooperation Framework (acronym FIRAD) promotes R&D collaboration between French and Israeli companies.
The R&D project should present a consortium composed by at least one Israeli and one French participant. The participation of research institutes and/or academic institutions is welcome as additional participants or subcontractors according to each country’s funding regulations.
The France-Israel R&D program provides support to qualifying applications. Each partner receives funding from their national funding bodies: ISERD for Israel, and Bpifrance for France, provided it meets their criteria for funding.
The applicants have to demonstrate that the project will bring strong technological and commercial upsides for both. Also, the collaboration must have a significant added-value and be fruitful for both entities. The companies must have the technological, commercial and financial capabilities to successfully bring the new product to market.
The project can be submitted all year long.
Eurostars supports international innovative projects led by research and development- performing small- and medium-sized enterprises (R&D-performing SMEs). Eurostars has been carefully developed to meet the specific needs of SMEs.
Eurostars is a joint program between EUREKA and the European Commission, co-funded from the national budgets of 36 Eurostars Participating States (including France) and Partner Countries (including Israel) and by the European Union through Horizon 2020. The total public budget for the 2014-2020 period is €1,14 billion.

Project participants are subject to a decentralized funding procedure, meaning that participants shall not get funding directly from the EUREKA Secretariat or the EU but from Respective Country funding bodies, according to their national funding rules and procedures - ISERD for Israel and Bpifrance for France
Grants to the partner companies are given up to 50% of the approved R&D project expenses plus regional incentives. Whether the grant is "conditional", i.e. that it must be repaid if the project results in actual commercial sales, is determined in accordance to the regulations of each country. As for Israeli companies, royalty payments of 3% - 5% of sales are required.
